and about a one inch groove around the perimeter of the basement floor for water to run to the sump pump, can I put the walls up as usual with the bottom board laying part way over the grove in the floor ( I think I should use treated lumber? ) or should the bottom ( base plate) be away from the wall?

I have not seen a cinder block in years. I thought they did not make them anymore,,,,just the cement ones.
You have water problems in the basement and you want to refinish it in spite of that??

the bottom base plate should be treated lumber and hold away at least 1 1/2" from wall to allow circulation. frame wall 16" or 24" o.c. standard practice.

I think you should just use duct tape. Seems like you have plenty and than you don’t have to think about it. My head hurts after that question. Love, honey

Use metal studs…..and make sure you hold the wallboard up from the floor an inch or so.When you install the base trim you will never see the void
