Use metal studs.....and make sure you hold the wallboard up from the floor an inch or so.When you install the base trim you will never see the void

the bottom base plate should be treated lumber and hold away at least 1 1/2" from wall to allow circulation. frame wall 16" or 24" o.c. standard practice.

I have not seen a cinder block in years. I thought they did not make them anymore,,,,just the cement ones. You have water problems in the basement and you want to refinish it in spite of that??
